can't send file when two PC have same private IP #361

What steps will reproduce the problem?
two PC both behind  NAT
1. set PC A with local IP(172.17.196.11)
2. set PC B the same IP with PC A
3. send file from PC A to PC B 

What is the expected output?
send file susscc
What do you see instead?
send file failed

What version of the product are you using? On what operating system?
using libjingle 4.0  PCP  windows 7

Please provide any additional information below.
