introduce a lua plugin type #6

with a dedicated openresty/nginx instance for this kind of plugin

note: we can already do this with an "empty" plugin (see https://medium.com/metwork-framework/implement-an-openresty-nginx-lua-mfserv-plugin-5eeeed41175 for details)

but a single plugin can destroy the nginx module

maybe, we could launch a dedicated nginx for this plugin type?
