Add jekyll-multiple-languages-plugin

Install as git submodule (Jekyll 4.0 compatibility)

• [x] $ git submodule add git://github.com/screeninteraction/jekyll-multiple-languages-plugin.git _plugins/multiple-languages
• [x] $ git checkout -b update-depencency-requirements origin/update-depencency-requirement
• [x] add languages (pt-BR, pt, fr, en) on _config.yml
• [x] exclude static files from localization exclude_from_localizations: ["assets"]
• [x] copy evie-jekyll _includes/scripts
• [x] create _i18n folder and add sub-folders for each language
