Additional clarity needed in contributor covenant?

Questions arising from an in-person discussion of the contributor covenant

• who is a community leader?
• how can we prevent people interacting with the community?
• some greater specificity for our case would be useful
• e.g. what it means to remove a member from the community

As currently formulated, the covenant does not

• feel like the community leaders have done more than use a standard boilerplate i.e. the stance may not be integrated into real practise
• provide clarity as to the measures which will be taken if there is infringement
