Add more details in README.md #1

Please consider adding below content in the README.md file:

  1. Add reference links on top For more information about TollApp sample, please see Build an IoT solution by using Stream Analytics. For more information about the Stream Analytics service, see http://azure.microsoft.com/en-us/services/stream-analytics/

  2. Add introduction section, content can be copied from introduction and scenario introduction of Build an IoT solution by using Stream Analytics.

  3. Add short description of folder structure of this repository.

  4. Add detailed setup steps

  5. Add one-step validation to check if the setup is successful (e.g. if see data in COSMOS DB).
