update cfb_recruiting function and create cfb_position_recruiting function. Also added cfb_venues function for pulling data from the API on venues.

I made a few small changes. They were based on how pkgdown reads the functions and renders the description. Also removed the internal keyword as that prevents pkgdown from showing that function docs. Otherwise good to go. Going to install and test the functions

Also merged master into this branch to be up to date.
