After discussing this on slack, the migration tool is doing exactly as it should be doing. However it's unclear what the is happening exactly.
The notifications to users need to be updated.
Notify it is executing command x.
Notify adding custom packages depending on expressive components failed. But this is normal.
Add the end display again that adding custom packages depending on expressive components failed and that it should be fixed. After that command composer require .... should be executed again.
