Add: configuration file support #159

Configuration file support needs to be added so that running a scan will be 
come (a lot) easier. 

The release with this feature (probably 2.09b) will have 1 or 2 example 
configurations where all flags/options are well documented so that it's easy to 
copy the file and make a site specific one.

This is in 2.10b and now in the SVN repo. Marking as fixed.
