Component Based repository #322

Update this repository to support the Component Format v4

This format says that components:

  1. Define a file that has configuration properties in it.
  2. Deploy necessary components based on this file.

The build and deploy jobs will discover these.

You will need to supply a part to your commit message that tells the job what components to deploy:
