NVBW (bwgesamt): Nicht korrekt geschützte doppelte Anführungszeichen in stop_name #86

Beschreibe den Fehler Zahlreiche stop_names in stops.txt enthalten nicht korrekt geschützte doppelte Anführungszeichen, z.B. solche mit "Vis-à-Vis Bus":
