For packaging libvlc for winrt, we need to:

[x] Build LibVLCSharp for UWP and add UAP target.
[ ] Retrieve a nightly build of the VLC 3.0 release from https://nightlies.videolan.org/build/ and make a nuget package with it (fork .nuspec from libvlc.windows.nuspec)
[ ] Retrieve, compile and include in the nuget, dlls from libwinstore_plugin and libaccess_winrt_plugin.
[ ] Retrieve and integrate with LibVLCSharp DirectXmanager.cpp as well as Instance::InitializeHack for D3D initialization.

Do you plan to include the ARM version in this package ? I am looking forward to have this NuGet package to no longer maintain my equivalent package :)

Yes, x86, x64 and ARM.
