Create high level documentation for the Scaffolder

Required:

• What is the scaffolder and what problem does it solve? (Fast file generation tool, intuitive to use, intelligent and context aware).
• How to access the scaffolder? (Solution Pad, Top Menu, Alt+Shift+N)
• How to use the scaffolder? (Entering text input
• A table of all available scaffolders (like the code analysers table).

Matt to create an ExportScaffoldersTableCommand that exports all available scaffolders in a similar way to the code analysers docs.
