I don't know what the quality is referring to but it is the same '250' for 720p and 1080p.
I presume that ts3video what not intended to stream at such high resolutions, but since it does a pretty good job at maintaining low-latency video stream, it would be nice to be able to also stream high quality in the same time.
So a user adding a user settable bitrate on the client side and a maximum bitrate per client on serverside would be a nice addition.
