Limit Account Request / Registration to specific emails #708

Is there a way to limit who can request an account?  I see there is a way to 
filter who can receive an activation email but I was curious about blocking 
certain domain or email address from even signing up. 

I posted on Github and was told to post here so I hope this is the correct 
place to ask the question.
