Add an EXCLUDE_DIRS keyword #59

An EXCLUDE_DIRS keyword would take a list of directories to exclude from the documentation. Currently, this is handled via the hidden or private tags in the .idldoc file in the directory, but it is not always possible to modify the content in the directory. For example, routines from an svn:external would probably not be useful in end user documentation, but also cannot be modified.

Adding private and hidden attributes to the Dirs field list in the overview file might be a better way to solve this.
