Dirs and files are mixed instead of displaying dirs at the top of the list.

mGBA 0.6.2 N3DS 11.6.0-39 with Luma3DS 9.0

I don't think this is a bug, it's just not what Windows does.

Well yeah. I don't expect natural sorting or something like that but the dirs mixing with the files is a bit annoying.
