When input a No-Englis word into the filter input, return nothing and filter display a error code #318

What steps will reproduce the problem?
1. Load the jmesa table,include a filter
2. input a No-English word (such as Simple Chinese Word) into the filter 
input,and submit the query.
3. Result can't be found, and the filter input fulled with error codes.

What is the expected output? What do you see instead?
The results return correctly,and the filter input filled with the correct code.

What version of the product are you using? On what operating system?
version:3.04      Operation System: Windows 7 with Simplified Chinese language.

Please provide any additional information below.

I am not exactly sure, but I thing you need to set something on the JSP page.

Thanks for reply.

I had added the charset to the JSP page before I report the defect.

It also can be produced at the "jmesa-3.0_examples".
