Shifter: Customstep path accecpts multiple directories #134

Multiple directories now can be set in the environment variable MGEAR_SHIFTER_CUSTOMSTEP_PATH, just like MGEAR_SHIFTER_COMPONENT_PATH and MGEAR_SYNOPTIC_PATH variables. This is useful when we want to manage folders separately for each section, category or character.

@yamahigashi Hello, Sorry but there is an issue when trying to edit the custom step with the edit button. I was trying to fix it, but I have very little time lately so I had to revert the PR. Do you mind checking it and doing another PR? My apologies for the inconvenience. Thanks
