On PyPi release, generate a new flatpak artifact targeting SteamOS for the steamdeck and upload to Github Packages

This seems strangely problematic in that I may need to trigger this after a brief delay following a pypi upload to generate the manifest for any given target architecture prior to producing the flatpak artifact(s) to upload.
