Set tones individual to source name

• ie, each persons response in a tell would have a tone/speed based on the hash of their name

Edit: Not sure its possible to adjust tone or speaking speed to the granularity I'd hoped.

Instead...

• Add P99 specific abbreviations or substitutions
  • ie. wl = wakening lands, fd = feign death
• Add google TLD (better local speeds outside of the default US), speaking speed (slow or normal only), and language to settings.yml
• Investigate streaming gtts sound rather than saving as a file before playing
