Fix 444.425 W0YC/R, Touch Tones broken

From Issue #32 , The GR300 that serves as a backup to the 444.425 in Minneapolis is broken.

[ ] New muffin fan from Ax Man
[ ] Troubleshoot controller for errors
[ ] Touch tone up this system
[ ] Re-program RF decks for maximum power
[ ] Tune-up with nanoVNA the duplexor. The metro4 duplexor seems out of tune, so this system's duplexor is likely out of tune as well.
[ ] Channel 1: Tone 100.0/100.0 RX/TX to make clear backup system is on the air.
[ ] Channel 2: Tone 100.0/114.8 RX/TX to allow for linked repeaters remote bases to make use of replacement TX.
[ ] Channel 3: Tone 114.8/114.8 RX/TX to take the place of Minneapolis machine in case of extended outage.
[ ] Channel 4: Tone D073 on 442.xxx link frequency RX, 449.425 NO PL TX for Squirrel killer. Long hang time and dead key.
[ ] Channel 5: Tone D073 on 442.xxx link frequency RX, 449.425 114.8hz TX for "Voice of GOD" squirrel killer.
