earth_mover_dist fails in MDS plots with incomplete ballots #122

When using the CambridgeSampler to generate ballots, we often get incomplete ballots. Passing one of these profiles to the MDS plot functions with the earth_mover_dist raises a series of errors related to the ballot graph and its handling of incomplete ballots.
