Adding Santa Clara and waterbury example data

I realized these example datasets were still being loaded into pyei from the GitHub repository for the ei R shiny app, so thought we should probably have copies of those datasets within the pyei repository. I'm not sure if there's additional context we can/should provide around these datasets....
