Move UCC routines independent of ProjectQ back into main OpenFermion #32

Moves the routines related to UCC that were independent of ProjectQ out of the OpenFermion-ProjectQ repo back into the main branch under utilities. Merge this before merging branch.

It occurs to me this won't pass unless we update the OpenFermion PyPi version, but maybe hold off on that for now, I wanted to make some MolecularData changes tomorrow, and we'll have to do it all over again if we do that

Yeah that's right. Remember, we are still in alpha testing so we shouldn't be too shy about bumping the number. But indeed, if there is another breaking change you'll add tomorrow it is probably advisable to wait.
