review basement membrane terms #2786

GO has merged a number of basement membrane substructures back into basement membrane as experts consider these artifacts. We need to review the MP to see if we need to obsolete any terms as a result. See https://github.com/geneontology/go-ontology/issues/15652 for details

There are some discussions happening over email at the moment, I can forward. The fate of basal lamina is unclear at the moment. Terry H is also involved in the discussions
