Document Java 1.7 requirement and change build.xml files to require this #357

Synoptic projects require Java 1.7. We need to:
1. Document this on the wiki pages, and
2. Change the existing build.xml files to requires this (e.g., synoptic's 
build.xml already does this)

Solution in revision 5e34d23063d8, please review.

For the wiki pages, the only page that I made changes to was 
https://code.google.com/p/synoptic/wiki/DocsInstallation?ts=1394420471&updated=D
ocsInstallation. I couldn't find any other references on other wiki pages to 
the Java version required.
