ClearCase::Argv, cygwin: support for /view

What steps will reproduce the problem?
1. ClearCase::SyncTree doesn't work out of the box on cygwin
2. The first error relates to /view being used in non Windows mode
3. /view won't work on cygwin, but //view would...

Wouldn't it be a good idea to translate /view into //view on cygwin,
in an attempt to support scripts as synctree, which have been written
for unix (or Windows)?
