  1. Section 5.1-SEC-GEN-1. Not all scenarios will need to meet this requirement. So need to clearly state under the conditions under which this MUST requirement is applicable. For example an operator may do risk assessment and based on the analysis needed may enable this to mitigate the risk. Mandating Geneve security mechanism must fulfill the following requirements is not applicable to all scenarios.

I believe SEC-OP-1 address the concern as explained in the previous concern.
