Justs my two cents regarding typographical conventions in other languages:
Main level:
Norwegian: «…» (no French spaces)
Danish: »…« (as Norwegian, but opposite direction.
Swedish: ”…” (left-facing both before and after; silly, but that's what they do)
For inner quotation marks, there is no established convention, but the most authoritative guide recommends ‘…’ and “…” for first and second levels, respectively, in Danish and Norwegian, and ’…’ in Swedish.
