Multimedia state recovery rewrite #6

The state reporting feature of peer/src/multimed/util.rkt depends on (planet bzlib/thread) which doesn't compile under 5.1.1.6. I am going to work around this problem by rewriting it -if- we need the state report feature.

This issue is now irrelevant given our switch to speex + vp8 and that I threw the referenced code away.
