Implement advanced robots control - disabling and whitelisting them #143

Robots could be dangerous (now unknown security issues etc.), used to abuse 
server by users or just very, very annoying. Those problems will arise on 
public servers, used by hundreds people (in distant future;). 

I suggest create options for administrators:

- For more paranoid, to disable robots and make WIAB strictly human to human 
real time collaboration tool/forum/newsgroup. 

- Create a whitelist/blacklist with robots allowed/disallowed to be used by  
users.

I agree. Just like there's a need for some administrative power over human user 
accounts we should build some simple admin interfaces to the robot database too.

Yep; rate limiting on ops from all users would be good as well.
