Setting signer_info_store_type=file causes exception #246

What steps will reproduce the problem?
Edit server.config
1. Set signer_info_store_type=file
2. Set account_store_type=memory
3. Run the server

What is the expected output? What do you see instead?
Expected: Server starts.
Actual : Exception:  Invalid certificate path store type: 'file'
