Ensure YouTube API settings are populated before creating assignments

YouTube API settings must be configured in order to auto-create playlists 
that go with new assignments. The code should prevent users from creating 
new assignments if the YouTube API settings aren't configured yet, and 
prompt the user to set them up.

second that. there is something weird with the playlist code...
- first the player didn't even show up
- then it does show up but it's says "we're sorry, no embeddable videos are 
currently selected to this player", altough I've assigned two from two 
different 
accounts and they are embeddable. 

Maybe the startup guide could give us some hits on this step?

This is fixed in the 2.0 branch, and will be integrated into the trunk during 
the next 
release.

We're working hard on some new features. Unfortunately I can't give an exact 
timeframe 
for when we expect 2.0 to be officially "ready".

Please see my previous comment. In the 2.0 release there's a very visible 
warning that will alert you to the fact 
that a playlist hasn't been properly set up (during assignment creation) due to 
missing YouTube API settings.
