Download MP4 functionality not working in admin panel #19

What steps will reproduce the problem?
1. Click on "Download mp4" button on video details page in admin panel
2.

What is the expected output? What do you see instead?
Start downloading video as working currently on youtube

What version of the product are you using? On what operating system?

This is intentional. Download functionality isn't publicly implemented.

Well, it shows up on the options in the video tab, "Download MP4", and has 
worked 10 percent of the time. So it's public now and it doesn't work well.
