Control where PHPEnkoder runs #2

By default, PHPEnkoder only runs on the_content (and perhaps a bit on the RSS feed). Would be nice to allow users to specify other hooks, per user request.

Another user has requested manual hook control, this time wanting it in category_description.

Yet another user would like manual hook control for the header and footer---which is not presently possible in Wordpress, as filters aren't applied to those parts of themes. (A given theme could support custom filters, of course, but it's not available in general.)

Yet another user would like to apply the filters in a widget. (Not all widgets necessarily offer filters, though widget_text will probably cover a large class of them.)
