When environment is downstream the DUT stuck in the Configuration Idle state and remain sending idle data even after the environment received 8 consecutive idle data and sent 16 idle data after receiving 1 idle data, so as they don't transition to L0, the pl_linkup is not asserted which inform other device that linkup finished.
