ComposeAnnouncement ViewController UI #9

The compose announcement view controller which works has a terrible UI. The text view for the info is really janky and in general the UI was very quickly thrown together and not thought out at all (because it was a last minute feature we added). This needs work to improve the experience.

After discussion we also want a feature to compose an announcement for now without the need to set the scheduled date as now.

@connorkrupp fixed this with many commits but it looks great now
