adodbapi: Standardize and update some odd/misplaced docstrings, and triple quotes usages #2307

As title says. Just a quick manual pass for:

docstrings not using triple double-quotes
Leading or trailing single-space that will get stripped out anyway
Misplaced docstrings above the variable
Comment between the docstring and symbol
Unnecessary triple-quote usage for regular string

(There's some tools to help check standard docstring formatting, but I'm not using/adding any here)
