match divergence metric exaggerated by approximately 10x for CRS in units of feet (e.g. portland!) #11

This is due to a unit conversion bug. A consequence is fewer name mismatches are reported than ought to be since the larger divergence lowers match scores, and a threshold match score (50) is required before reporting a name mismatch (to avoid too many false positives.)

Same as issue #10 oops - anyway this is fixed in v0.3.4
