Fix header for news items #15

Visually, I prefer seeing the News Items listed in this wiki's TOC more like the shownotes page:

=== xanderox is cool ===
=== so is Mheguy ===
=== and Hearmepurr might be the coolest ===

I feel like "News Item #N: _itemname" doesn't look as smooth.

Fix the news items template.

This requires more than an adjustment to the template. It requires a concept of a segment that doesn't have a timestamp or transcript.
