You can generate the necessary .sty
files by running latex
on l3.ins
.
Though, when you got TexLive, did you (or your operating system) install it properly? You don't usually need to do this stuff manually.
I’ve had no other problems to date, though it’s certainly possible with a pre-release version that you’re right.
In fact, it seems likely that the 2014 pre-release has a problem, because it seems that the l3prop.dtx file won’t compile correctly.
On the other hand, I’m a relative newb . . .
Well, perhaps it would be advisable to run a stable version of TexLive. Failing that, have you tried downloading the expl3
packages from CTAN, putting them in your local texmf tree and trying again?

I guess I owe you an apology. Recent versions of expl3 (which, obviously, you were already using in May) have discarded the individual l3kernel
package files, such as l3prop.sty
, and are loading them all automatically. My packages were still trying to load those explicitly, leading to the error.
This is now fixed by 6200fff5399e3aebd0ba6524a0005bb972c7eab6.
When trying to run pkgloader, I get the error message, "File 'l3prop.sty' not found. \RequirePackage"
The .sty file indeed is not on my hard drive, only the .dtx file.
Note that I'm using TexLive 2014 pre-release.
