Beginning the process of adding a game properties file. For now this just contains an inventory limit, but it is not used.
The game will use a default "uncapped" set of limits if no game properties file is found.
Added some support functions to access the BSS allocated workspace for various C setup tasks
Adds some new structure definitions to defs.i and replicates some limits in a new C header.
