Python 3 port #44

Tested on ArchLinux w/ python 3.6.2 and seems to be working fine. Didn't test any of the debian / snap stuff but I think that should do it. Did all the string encoding / decoding utf-8. I'm not sure if that'll run into issues in certain locales.

I believe that code will need a lot of further work right now in 3.0
