Create quarto template with website skeleton

Set up CI/CD via github workflows to automatically build the website and serve it via githubpages. Serve pdf/word versions as daily tagged releases

Currently copied over the previous template from the AirQualityAnalysisWorkflows repo. I have also set up a github action to execute a rendering workflow whenever we push updates to the repository.

Now would be a good time to review the current format/aesthetics/design of the site before getting too far along with the implementation.
