Not to generate `test.target` because we don't have answers. #7

Dear MIA shared task organizers,

I am sending this PR to fix one little problem in the script which converts mDPR results to seq2seq format. Since we don't have answers for test data, it is not possible to generate test.target during the conversion. I hope this helps some of other participants to save their time.
