critical jobs section UXI improvements

• [ ] increase spacing between tags section and cards carousel to maximize white space. Padding of top and bottom of the section should be equal
• [ ] there should be no horizontal padding for either the tags or job cards (it should feel like they are scrolling off the screen on the left and right sides
• [ ] need to be able to drag the jobs carousel (click-drag) to navigate without the scroll bars
• [ ] remove all scrollbars. If there is one it should only appear once a user moves through the carousel. It should be rounded and disappear once the user stops scrolling
• [ ] limit the scroll of the section to only go as far as we have jobs available
• [ ] Remove tag filters option at the top for the time being until filter logic can be put in place

Initial state on jobs should float off the screen on the right side of the viewport. This is intuitive UX so the user knows there is additional content to browse. As the user scrolls, the jobs should the left-most jobs should move past the resting point and off the edge of the screen.
