When creating new Time off request, if user input validation fails processing bar is just disabled and spinning still

Input Validation

is start time valid? (between work hours, 2-6 hours don't go over work hours )
does user have enough time off left to use? (NEED TO CHECK IF THIS IS ACCOUNTED NOT DONE YET)

Added _processing = false when there's error or validation fail
