Provide an option to add/remove timezones without editing the source code

Done, albeit in a limited fashion (it won't remember custom timezones between restarts, except for the currently-selected custom timezone). Updated here on GitHub and I've uploaded a new copy to extensions.gnome.org (that should go live once reviewed).
