It has been done because the screen on the phone is not so long. I a compromise unfortunately. To make the image more intuitive to the "touch me" message we will think on how to solve it (no idea at the moment)
I understand, this is a very tricky one, but also very important. The idea of having step by step guidance is necessary for the weakest among the users, they need it the most, but they also have the least digital navigation skills.
From my experience with the user group of lower educated migrants, to scroll in a small image or view within the bigger screen where they also have to scroll is very very hard. They definitely navigate easier in a longer screen that is just with one scrollbar/ touchbar. It is equally hard on mobile as on desktop.
I understand this is a very hard one to find a good solution for. I would absolutely be happy to brainstorm with you about it, if you wish.

Mobile view and Desktop view: only 3 steps are visible. Is there a way to make it fully visible? For lower digitized and weaker literate users it might be difficult to understand they have to scroll within the image of the steps.
Also the image of the steps at it is now does not invite one to click on it.
