First draft for ToDo++ #3

We need to show the migrant view of the ToDo++ approach, some small backend integration needs to be also done to validate API gateway

We need to demonstrate the ToDo++ implementation (using quasar component)

This requirement is a multi application feature since the teps are created by PA, completed by PA and NGO, but consulted by migrant.

Implemented the migrant visualization part.
